Solution to the October 1998 Puzzle

This famous photograph taken on May 10, 1869 commemorated the meeting of the Central Pacific and Union Pacific Railroads at Promontory Point, Utah, which marked the completion of the transcontinental railroad. Although most of the workers who constructed the Central Pacific Railroad (coming from the west) were Chinese, they were excluded from the original photograph of the festivities.
